2002 Vice-President of the Emergency Loya Jirga Commission Prof. Mahbooba Hoqugmal
She is professor of Law and Political Science in the University of Kabul and an Ethnic Tajik. And she was member of the special independent commission for the convening of the emergency Loya Jirga were named. There were 17 men and three women. She was appointed Junior Minister in 2002.
